Tully, 22, joins the Club from Larne, where he made a handful of appearances having signed for the Inver Park side in the January Transfer Window.
Before his deadline day move, Joe bagged 16 goals in 21 games for Ballyclare Comrades in the Championship where he had been since the Summer of 2018.
Excited about the arrival of Tully, Niall Currie said:
“We have been keeping an eye on Joe over the past few months. He has shown goals come to him in the Championship and he deservedly got his opportunity at Larne. However, with a lack of game time, he has made the decision to take the opportunity to develop his game with us.
He saw last year the opportunities that young players get here and Joe is still a young player developing. We know we will keep pushing him here and believe that with time, we have a real Premiership prospect.”
Equally pleased, Joe Tully added:
